This simple fact was proven by a team of computer engineers in 2010. No matter how much you mess up a regular 3x3 cube, it can always be solved in 20 moves or less, the t-shirt features a random scramble which is solved in 20 moves, there may be a more efficient solution to that scramble but that is irrelevant. Obviously speedcubers don't solve the cube in 20 moves each time but the solution is always possible.
